Project Description
Segment 2 of the Capital Cascade Trail project extends from the Franklin Boulevard/Pensacola Street intersection on the north, to South Monroe Street on the southwest. This segment is approximately 0.66 miles in length with a total drainage area estimated at 1,092 acres. Park concept plan development included a series of public workshops and an analysis of the stormwater demands of the entire 4.5-mile project. In order to improve existing flooding on Franklin Boulevard and South Monroe Street, the Segment 2 park will be designed to flood and retain approximately 100 acre-foot of stormwater during storm events. Design phase activities included finalizing park programming concepts, drainage ponds and conveyance, landscaping/hardscape and irrigation, stream and wetland re-creation, architectural, roadway, signing and pavement markings, pedestrian bridge structures, lighting, utility relocation, right-of-way boundaries and legal descriptions, geotechnical investigation, cost estimates, environmental permits and public participation.

Project Update
The design team refined alternative programmatic and physical concepts for Capital Cascade Trail - Segment 2, which were prepared and presented to the public in 2004 and 2005. These concepts were developed within the framework of the Capital Cascade Trail Master Plan and have taken into account:
¨ Stormwater requirements
¨ Overall land use
¨ Landscape character
¨ Potential recreational uses
¨ Nature and general location of adjacent development
¨ Patterns of supporting public facilities and circulation

In June, meetings were held with project stakeholders, city and county staff and area neighborhood representatives to assist the design team in further defining the anticipated park usage, event types and sizes, event requirements and maintenance issues. The work described at Workshop #1 included overall plans, detailed schematic plans, 3-D renderings and simulation images from similar projects elsewhere.

Following community input from Workshop #1, a Preferred Concept Plan was developed and presented to the Citizens Advisory Committee and the Technical Coordinating Committee. The Preferred Concept Plan contains several elements such as:
¨ A detailed vision of the future character of the park
¨ An overriding theme for the park
¨ Compelling and realistic designs for specific parts of the park
   such as:
      • Tallahassee History Timeline Fence
      • Meridian Plaza with Amphitheater
      • Interactive Waterplay Plaza
      • Ball Field “Parterre Formal Garden”
